Managers should seek counsel from Labor Relations to clarify if a policy and/or practice is covered by the agreement prior to any discussions with an employee. It is important to reference the contract especially when administering salary increases (probationary, promotion, etc.) and conducting performance reviews. The contract will identify if a salary increase is administered through a step structure or has specific processes. No action is required on the part of departments for annual increases. For performance reviews, the agreement will specify the form to use, the timing of the review and the rating scale.
