Group Spotlight: Cost Reports Team

The Cost Reports team is a passionate group and consists of developers, QA engineers, a web designer/developer, a business analyst, and product owner based in Charlestown. The team was created 3 years ago to develop the Cost Report application to support a new customer. Since successfully launching the product in the fall of 2015, we’ve added another state and a sister application. Prior to using the Cost Reports application, school districts submitted Cost Reports to the state in Excel using a very manual process. 


The Cost Reports application is used by school districts and states to reconcile Medicaid-allowable medical service and administrative costs, for students with IEPs, with payments received during the year via a certified Cost Report.  It is similar in concept to an income tax app.  Costs includes things like salary and benefits for Physical and Speech Therapists and Medical Personnel; transportation costs like fuel and bus costs; and tuition paid to schools outside a school’s district that provide specialized services.  The application pulls some data from other UMMS systems, like RMTS, which helps ensure that the data accurate.  There are also many ways to enter data (on screen or file upload) which streamlines the process.  As a result, the amount of school districts completing their reports on time increased 33% the first year. The application is role-based and uses a sophisticated workflow to manage reports through a data gathering, submission, review and payment process. We also provide a rich set of tools for commenting, emailing and attaching supporting documents to ensure that the right data is collected and verified.

The Cost Report application is used by the Commonwealth of Virginia and State of Connecticut with plans to add the Commonwealth of Massachusetts soon.
