MassHealth, Commonwealth Care and Commonwealth Choice Enrollment Outreach Grants

Background

Since October 1, 2006, over 165,000 previously uninsured residents have been insured through MassHealth and the Connector. The Massachusetts Division of Health Care Finance and Policy’s most recent uninsured household survey estimated that approximately 6% of Massachusetts residents (approximately 372,000) are uninsured. Governor Patrick and the Legislature have prioritized the task of identifying and enrolling individuals who qualify for MassHealth and the Connector programs, Commonwealth Care and Commonwealth Choice, but are not yet enrolled. As one means to accomplish this task, the state Fiscal Year 2008 budget funds enrollment outreach grants to community and consumer-focused public and private nonprofit organizations.

The Role of MassHealth

  • Implement and manage the enrollment outreach grant projects
  • Provide training resources and materials to grantees as needed
  • Review monthly reports to track grant projects progress and determine additional resources that may be helpful
  • Assist with the coordination and sharing of best practices among all grantees
  • Work jointly with the Connector concerning Commonwealth Care and Commonwealth Choice information and resources
  • Work jointly with the UMASS Medical School's Office of Community Programs on daily operations and grant reporting

The Role of the Connector

  • Provide training resources and materials to grantees as needed
  • Work jointly with MassHealth information and resources

The Role of the Office of Community Programs (OCP)

OCP works cooperatively with the Office of Medicaid to ensure successful program outcomes, OCP provides field management and technical assistance to grant recipients which includes:

  • Serving as the communication liaison between the Office of Medicaid and grant recipients
  • Providing grant management services through meetings and site visits to provide education and training and assess performance
  • Collecting reporting data from all sites and developing a monthly consolidated performance report
  • Providing program evaluation
