Policy and Program Development

The Center for Health Law and Economics at UMass Medical School provides comprehensive consulting services to public agencies to develop, analyze, and implement innovative and practical health care policies amd programs. Whether a state is contemplating program-wide changes or solving discrete problems, our team strives to find solutions that:

  • Fill a public need
  • Are operationally, financially, and politically feasible
  • Mitigate adverse repercussions to patients, providers, and the health care system

Our services in health care policy and program development, analysis, and implementation include the following:

  • Data analysis to determine the need, scope, capacity, and cost of a new or existing policy or program
  • Literature reviews and research analyses to identify best policy practices
  • Analysis of the impact that federal and state laws, regulations, and judicial decisions have on new or existing health care policies or programs
  • Qualitative and translational policy research
  • Identification and drafting of statutory or regulatory changes needed to implement a health care policy or program
