Michael TuttyMichael Tutty, M.H.A., Ph.D.

As Director of the Office of Health Policy and Technology, Dr. Tutty serves as the overall Project Director for the Massachusetts health insurance exchange and integrated eligibility system (HIX/IES) project funded in part by an Early Innovator Cooperative Agreement from the Center for Consumer Information and Insurance Oversight (CCIIO). This project is focused on creating an ACA compliant HIX and IES for Massachusetts that includes components and services that may be leveraged by other states. Dr. Tutty has experience with health reform implementation, including exchange development, coverage expansions, and the need for outreach and enrollment efforts to maximize enrollment. Dr. Tutty’s previous policy work includes understanding Medicaid’s role to support health information technology adoption and understanding the barriers to access for low-income individuals in a post health reform environment. Dr. Tutty is responsible for the day-to-day operations of the Office of Health Policy and Technology, including coordinating and overseeing all its project work and financial budgets.

Prior to joining the Center for Health Policy and Research, Dr. Tutty worked at the Boston Consulting Group (BCG), where he spent five years as a Senior Analyst in their Health Care Practice Group. Prior to BCG, he worked as a Senior Planning Analyst for Baystate Health System in Springfield, Mass.

Dr. Tutty is an Instructor in the Department of Family Medicine and Community Health at the University of Massachusetts Medical School and an adjunct professor at Clark University. He teaches a number of health policy courses.

Dr. Tutty received his doctorate in public policy from the University of Massachusetts Boston. He also holds a bachelor’s degree from Western New England College and a master’s degree in health administration from Clark University in conjunction with the University of Massachusetts Medical School.
