Performance Measurement

Since 2001, UMass Medical School's Center for Health Policy and Research has been working with MassHealth, the state’s Medicaid program, to monitor and assess quality and performance in accordance with national standards and federal regulations.

This includes responsibility for producing the MassHealth annual Health Plan Employer Data and Information Set (HEDIS) report and related Clinical Topic Reviews.  These reports are used to establish benchmarks, assess effectiveness, and quantify improvement over time.  They also serve as the basis for further evaluation and measurement programs, including:

• Pay for performance, a Medicaid initiative linking quality and efficiency to reimbursement rates
• Performance measurement and quality improvement, including in-depth Clinical Topic Reviews to measure improvement over time
• Program evaluation, including federal requirements and the annual Health Plan Employer Data and Information Set (HEDIS) study
