Managing Director, Center for Health Policy and Research

Marc Navon manages all business development, project management, fiscal, and operations issues for UMass Medical School’s Center for Health Policy and Research. With his unique combination of technical, managerial, communication, and relationship-building skills, Mr. Navon strives to bring diverse groups together to create the best business solutions on time and within budget.

In his previous role as Director of Policy Analysis and Clinical Projects in the Office for Clinical Affairs, a part of the Center for Health Policy and Research, he directly managed or oversaw both clinical and technical departmental projects serving the $8 billion Massachusetts Medicaid program. While there, he also supervised the development and implementation of a wide array of health care projects, including refinement of the initial implementation of an automated prior authorization system, as well as tobacco cessation and wellness programs.

Before joining the Center for Health Policy and Research in 2002, Mr. Navon held positions at Neighborhood Health Plan, where he was the Manager of the Behavioral Health Program, and at the Massachusetts Department of Mental Health, where he was the Director of Utilization Management for the agency. He also served as Administrator for behavioral health and employee assistance programs offered on the East Coast by Assured Health Systems, a private, national managed behavioral health company. He previously was employed in the software industry, where he provided project management services.

Mr. Navon holds a master’s degree in social work from Simmons College; and obtained both his master's degree in public health and bachelor’s degree in psychology from UMass Amherst.  He is also certified as a Project Management Professional through the Project Management Institute.
