Legislation Drafting

Transforming an idea for a health care policy to an enacted law almost always requires broad political and public support. The Center for Health Law and Economics at UMass Medical School partners with public agencies to craft viable policy legislation, raise awareness of its benefits, and successfully escort the bill through the process of becoming a law.

The Center for Health Law and Economics advocates on behalf of public agencies undertaking the legislative process and offers legislative services such as the following:

  • Drafting comprehensive or discrete statutory or regulatory language
  • Identifying key stakeholders in executive agencies and the legislature
  • Briefing stakeholders on health care policy details and benefits
  • Preparing agency staff for briefings to committees and legislators
  • Providing subject matter expert testimony
  • Tracking the proposed legislation through the process
  • Monitoring other legislation that may impact the policy or program
