State Financing Law and State Administrative Procedures Act

All states have an Administrative Procedures Act and specific laws governing state financing parameters. New and proposed policies must be widely publicized, vetted with the public through public hearings, financed appropriately and implemented using administrative processes and financing mechanisms that are consistent with these state laws.  Rule making procedures must be followed to ensure new policies are valid and enforceable.
