To be sustainable, health care reform efforts that seek to reduce the number of uninsured require well-designed delivery systems that support coverage expansions while containing costs and improving quality. The Center for Health Law and Economics at UMass Medical School has professional experience designing and directing Medicaid-based reform efforts. In addition to analyzing reform in states across the country, our staff evaluates the four important elements of an adequate delivery system:

- Cultural competence
- System organization
