The Center for Health Law and Economics at UMass Medical School employs dedicated professionals committed to improving access to and quality of health care for underserved populations. The Center counsels public agencies and nonprofit health policy organizations in pursuit of an improved health care system. Our collective expertise lies at the intersection of health law and health policy. This junction affects vulnerable populations and their access to high-quality, cost-effective health care.

Our services comprise, but are not limited to, comprehensive, system-wide approaches to the design, development, and analysis of health care improvement efforts and purchasing strategies. With staff members who have worked in state and federal government as well as in the private sector, we have extensive experience in working with federal oversight agencies. These relationships, in combination with our deep knowledge of Medicaid law, enable the Center for Health Law and Economics at UMass Medical School to expertly guide health reform programs through the review process for securing critical federal approvals.
The expertise of our legal, economic, and policy experts also extends to issues of compliance. The Office of Compliance and Review, part of the Center for Health Law and Economics, was established to handle issues of data privacy and security under the Health Insurance Portability and Accountability Act (HIPAA) of 1996. We give advice on data security and privacy issues across UMass Medical School and with external organizations. Our Office of Compliance and Review drafts and reviews contracts, data use agreements and standards, and related documents. The office also monitors Commonwealth Medicine's programs for compliance and recommends corrective action, ensures that the University’s research activities are performed in accordance with federal and state regulations, and provides workplace training.
