Dr. Jeffrey Baxter has served as a consultant for the Research and Evaluation Unit at UMass Medical School’s Center for Health Policy and Research since 2005. In this role, Dr. Baxter has participated in a number of the research and evaluation projects within the organization. His personal research interests include the impact of substance use disorders and mental illness on chronic medical conditions, particularly asthma, and the organization and delivery of buprenorphine treatment services for opioid dependence.

In addition to his work at the Center for Health Policy and Research, Dr. Baxter consults widely on issues of addiction and substance use. As an Addiction Consultant for the Massachusetts Department of Corrections, he is directing an ongoing revision of detoxification protocols for the state prison system. Through the Physician Clinical Support System, a nationwide network of physicians experienced with treating opioid-dependent patients, he mentors physicians who are establishing buprenorphine treatment programs for patients with opioid dependence. He also serves as Medical Director for methadone maintenance programs and detoxification units in Central Massachusetts.

Dr. Baxter is an Assistant Professor in the Department of Family Medicine and Community Health at UMass Medical School.

He received his medical degree from Washington University and holds a bachelor’s degree in biology and anthropology from the University of Rochester.  He also completed a one-year fellowship in addiction medicine at the Boston VA Medical Center and is certified in addiction medicine through the American Society of Addiction Medicine.
