As states launch Health Insurance Exchanges and interface with Medicaid systems, there will be great interest in developing approaches to monitor and report on outcomes and systems performance. To measure the Affordable Care Act's successes in improving health care and coverage, it will be essential to develop measurable and achievable performance metrics. Based on our experience with reform in Massachusetts, this presentation will share our suggestions regarding a number of key questions that states should be prepared to address in the short-term and mid-term, as well as metrics that can be used to help answer these questions. For each question and metric, we also suggest potential data sources that can serve as a way for states to appreciate and report progress, and ultimately, to learn from each other as they seek to refine and improve their respective Exchange models.
